Workspace Manager

The workspace manager provides project-level organization for Didactopus review work.

Why it exists

Without a workspace layer, users still have to manually track:

which draft packs exist
where they live
which one is currently being reviewed
which ones have promoted outputs

That creates unnecessary friction.
